District Attorney

Ryan Suggs

Ryan Suggs is a dedicated public servant, veteran, and legal professional with a distinguished career spanning law enforcement, criminal justice, and legal practice. A proud native of Tularosa, New Mexico, Ryan is a U.S. Armed Forces veteran, having served a tour overseas before returning to New Mexico to continue his service to the state.

He holds a Master’s in Criminal Justice from New Mexico State University and a Juris Doctorate from Mitchell Hamline School of Law in St. Paul, MN. Ryan’s career with the New Mexico State Police spans over two decades, where he served in multiple leadership roles, including Patrol Officer, Narcotics Agent, Sergeant, Lieutenant, Captain, and Major, overseeing the Investigations Bureau. He later rose to the rank of Deputy Chief, where he managed the Internal Affairs Division, Research & Development Bureau, and the State Police Academy.

In addition to his law enforcement and military experience, Ryan served nearly six years as the presiding judge at Otero County Magistrate Court, taught criminal justice courses at the collegiate level, and held positions as Staff Attorney for the 12th Judicial District Court and a contract prosecutor.

Elected in 2024 as District Attorney for the 12th Judicial District, Ryan is deeply committed to upholding justice and protecting his community with integrity, drawing on his broad background in law enforcement, military service, and the legal profession.

Michael Heitz

Michael Tighe
Chief Deputy District Attorney

Chief Deputy District Attorney, Michael Heitz, graduated from University of Oklahoma with a Bachelor’s degree in Political Science and Government. He completed his Doctor of Law at Southern Methodist University Law School. Mr. Heitz has over 25 years of experience as an attorney both in the public and private sectors. He joined our team in the Spring of 2023 and carries a felony caseload.

Chief Deputy District Attorney Michael Tighe graduated from The Catholic University of America in 2008 and graduated from Thomas M. Cooley Law School in 2013. From 2013 to 2015 he practiced tax and municipal law in New Jersey. In 2015 he moved to New Mexico to practice with the Fifth Judicial District Attorney’s Office and became the HIDTA attorney. In 2017 he moved over to the Twelfth Judicial District.  In 2020 Mr. Tighe moved to Missouri and practiced both civil and criminal law.  In 2023 Mr. Tighe returned to New Mexico to work in the Eleventh Judicial District, then joined the Twelfth Judicial District Attorney’s Office 2024.

Daniel H. Sewell
Deputy District Attorney

Deputy District Attorney, Daniel H. Sewell, received a Bachelor’s Degree in Journalism and Broadcasting from New Mexico State University and worked at KRWG-TV for ten years. Thereafter, he attended University of New Mexico Law School and graduated in 2002. Since that time, he has prosecuted criminal cases in the Third Judicial District and began prosecuting in the Twelfth Judicial District in 2021. He primarily prosecutes various types of felony cases.

Mikel Ward
Deputy District Attorney

Deputy District Attorney, Mikel Ward, graduated from the University of New Mexico School of Law in 2019, and has worked exclusively as a prosecutor since. Prior to returning to his home district here in Otero/Lincoln Counties, he worked prosecuting primarily violent felony crimes in both the 13th and 2nd Judicial Districts.  Prior to, Mikel worked in the Fire and Emergency Services since 1997, including working as a Fire and Explosions Investigator for the New Mexico State Fire Marshal, and serving as the Fire Chief for the City of Alamogordo.

Randy Summers
Trial Attorney

Attorney, Randy Summers graduated from Cloudcroft Highschool. He attended New Mexico State University where he graduated as a Crimson Scholar with a degree in Criminal Justice. He graduated from University of New Mexico Law School in 2023. During Law School he clerked for the 2nd Judicial District Attorney’s Office in their Major Crimes Division. Mr. Summers is our HIDTA attorney prosecuting Drug trafficking and possession cases in Otero and Lincoln Counties.

Taylor Weary
Trial Attorney

Attorney, Taylor Weary, attended Ohio State University where he completed his undergraduate degree. He then attended University of New Mexico Law School. He joins our team with two and a half years of experience in the private sector. Mr. Weary is currently assigned felony cases in addition to HIDTA cases, prosecuting drug trafficking and possession cases.

Kohlby McInnes
Attorney

Attorney, Kohlby McInnes is a graduate of New Mexico State University with a Bachelor and Master Degree in Public Administration. Mr. McInnes served as a Village of Capitan Board Trustee prior to completing his Law Degree from Oklahoma City University. He is currently assigned to misdemeanor cases within Lincoln County.


Renee Broberg
Deputy District Attorney

Deputy District Attorney, Renee Broberg, completed her undergraduate degree from Arizona State University in 2010. After several years in a political career, she decided to return to law school at Arizona Summit Law School and graduated in 2017. She has worked in criminal law, both defense and prosecution, here in New Mexico since 2019. She handles felony cases as well as juvenile matters for Otero and Lincoln counties.  

Melissa Garcia
Deputy District Attorney

Melissa is a graduate of University of West Georgia, with a degree in Political Science, awarded Specialization in European Union and a Foreign Language Distinction. Heavily involved in various community outreaches at the local and State level, she saw the need for a lawyer accessible to the people in the community around her. With that motivation, she then attended Atlanta’s John Marshall Law School, graduating Magna Cum Laude, with a  Public Service Distinction, and dedicated herself to those around her who otherwise would not have access to legal resources. Having built trust in the community, she began working in the District Attorney’s Office, with the hope that more victims would come forward, knowing that she was there.  She then later accepted a position as a Circuit Prosecutor within the District Attorney’s Office and worked closely with State law enforcement agencies, overseeing a specialized unit that worked across three counties, whose reach at times was State-wide. In 2023, she moved to New Mexico and began working in the 3rd Judicial District, prosecuting several high profile cases, then transferred to the 12th, proud to be part of the prosecution team in Otero County.

David McCardle
Senior Trial Attorney

David McCardle graduated from Metropolitan State College of Denver with a major in Criminal Justice and Criminology and a minor in Psychology.  He worked for the Colorado Department of Labor and Employment where he led a team that created and instituted a federal audit system.  Mr. McCardle moved to Utah where he worked as a Correctional Officer in Utah’s state prison.  He earned his law degree from Ohio Northern University Claude W. Pettit College of Law.  He then moved back to Colorado where he worked in a Halfway house helping former inmates get a restart in the community.  Upon his move to New Mexico, he worked both in the public and private sectors.  He has served as a prosecutor in the Third Judicial District and joins the Twelfth, prosecuting a variety of felony cases.

Art Van Haselen
Deputy District Attorney

Arthur Van Haselen graduated from University of Texas at El Paso with a bachelor’s degree in business administration. After spending several years in the automotive manufacturing industry, he returned to school and received his law degree from Arizona Summit Law School. While in law school, he clerked at the Arizona Attorney General’s Office with the Fraud and Special Prosecutions Section. He has served in positions with the Third Judicial District Attorney’s Office, the Sixth Judicial District Attorney’s Office, and with the New Mexico Administrative Hearings Office. 

Chase San Miguel
Assistant Trial Attorney

Attorney, Chase San Miguel is a graduate of the University of Texas at San Antonio with a Bachelor’s Degree in Criminal justice. He then completed his Law Degree at St. Mary’s School of Law. He is currently assigned to misdemeanor cases in Otero County.
